What is the Policy Simulator?

The simulator lets you test governance decisions before they affect real traffic. Pick any principal (a user, service account, or AI agent), a capability from the catalog, and an action (invoke, read, write, admin). ATLAS evaluates all matching policies in priority order and returns the decision (allow, deny, or manual approval required), the reasons why, and any obligations (like logging or rate-limit requirements). Every simulation is recorded in the audit log so you have a full trail of who tested what. Use this to validate policy changes before switching enforcement from “simulated” to “enforced.”
